My friend told me about this story, when I complaint about my life. I felt like a little fish at that moment. Here’s the story and I posted it in Indonesian version and I tried to translate it into English in order to learning.
Suatu hari seorang ayah dan anaknya sedang duduk berbincang-bincang di tepi sungai. Sang Ayah berkata kepada anaknya, “Lihatlah anakku, air begitu penting dalam kehidupan ini, tanpa air kita semua akan mati.”
Pada saat yang bersamaan, seekor ikan kecil mendengar percakapan itu dari bawah permukaan air, ikan kecil itu mendadak gelisah dan ingin tahu apakah air itu, yang katanya begitu penting dalam kehidupan ini. Ikan kecil itu berenang dari hulu sampai ke hilir sungai sambil bertanya kepada setiap ikan yang ditemuinya, “Hai tahukah kamu dimana tempat air berada? Aku telah mendengar percakapan manusia bahwa tanpa air kehidupan akan mati.”
Ternyata semua ikan yang telah ditanya tidak mengetahui dimana air itu, si ikan kecil itu semakin kebingungan, lalu ia berenang menuju mata air untuk bertemu dengan ikan sepuh yang sudah berpengalaman, kepada ikan sepuh itu ikan kecil ini menanyakan hal yang sama, “Dimakah air?”
Ikan sepuh itu menjawab dengan bijak, “Tak usah gelisah anakku, air itu telah mengelilingimu, sehingga kamu bahkan tidak menyadari kehadirannya. Memang benar, tanpa air kita semua akan mati.”
Apa arti cerita tersebut bagi kita. Manusia kadang-kadang mengalami situasi yang sama seperti ikan kecil, mencari kesana kemari tentang kehidupan dan kebahagiaan, padahal ia sedang menjalaninya, bahkan kebahagiaan sedang melingkupinya sampai-sampai ia sendiri tidak menyadarinya.

One day, there are father and his son was sitting and talking in the riverbank. The father talked to his son “Look at me Son, water is so important in our life, without it, all of us are going to die”.
At the same time, a little fish was hearing their conversation from the river, the little fish was fretful all of sudden and he wanted to know “What is water”, which is very important in our life. The little fish swam from upper water to lower water and asked to all of fish that he met. “Hi, Do you know where is water live?. I heard human’s conversation that without water, life is going to end”.
All of fish that he asked didn’t know where the water is, the little fish was getting confused then he swam to a water source to meet an old fish which was experienced, to the old fish, the little fish asked the same thing, “where is water?”
The old fish answered wisely,” You don’t need to worry, my son, the water have been surrounding you though you don’t realize it. That’s true, without water, all of us are going to die”
So, what the meaning of the story for us. Sometimes people get frustration just like the little fish, finding there and there to know about life and happiness, in fact he is experiencing it, moreover, the happiness is covering even he don’t realize it.

For number two, can we just remove “who”?. Is it gonna change the meaning of the sentence?.

Hi Christ,
It will be grammatically incorrect if we remove only the “who” from the adjective clause “who were sitting and talking on a riverbank“. Such a relative pronoun removal will be correct if the “were’ is also removed resulting in an adverbial phrase “sitting and talking on a riverbank”.
Therefore, these two sentences are correct,
However, these two sentences mean “Suatu hari, ada seorang ayah dan anaknya yang sedang duduk dan berbincang-bincang di sebuah tepi sungai.“, which is quite different from your initial sentence.
To make it closer to yours, I prefer:
One day, a father and his son were sitting and talking on a riverbank.
